West Seattle and Ballard Link Extensions Project

Soteria’s Role: Safety and Security Management 

Completion Date: 2032 

The West Seattle Link Extension and Ballard Link Extension projects will provide reliable light rail connections to dense residential and job centers throughout the Central Puget Sound region. In addition, a new Downtown Seattle light rail tunnel will provide increased capacity for the entire Sound Transit system. These two separate Link extensions are part of the regional transit system expansion approved by voters in November 2016.

West Seattle Link Extension adds 4.1 miles of light rail service from downtown Seattle to West Seattle’s Alaska Junction neighborhood. It Includes 4 new stations between the SoDo Station and Alaska Junction.

Ballard Link Extension adds 7.7 miles of light rail service from Downtown Seattle to Ballard, including a new Downtown Seattle rail-only tunnel. This project includes 9 new stations between the Chinatown-International District and Market Street.

Soteria is providing support in developing, implementing, and monitoring safety and security management frameworks for the program as follows:

Hazard Management and Safety

  • Soteria is supporting the development and ongoing maintenance of the project-specific Safety and Security Management Plan and other assurance plans.
  • Participating actively in the development of various hazard analyses, including preliminary hazard analyses, threat and vulnerability assessments, and operational hazard analyses.
  • Reviewing and commenting on Subsystem hazard analyses, interface hazard analyses, and on failure modes and effects analyses produced by designers. Critically evaluating hazard descriptions, ratings, and mitigations to provide clear, complete, and realistic hazard logs consistent with Sound Transit standards.
  • Collaborating with subject matter experts and the Requirements Manager to translate hazard mitigations into verifiable project requirements.

Safety and Security Certification

Developing and maintaining reporting tools and dashboards for the purpose of tracking progress against safety and security certification schedules.

Soteria is providing oversight of verification processes and a detailed review of compliance evidence to support safety certification.
