
John Quintanar
Fire / Life Safety & Security Consultant
John has an extensive background in non-emergency and emergency incidents and planning, including transportation, natural disasters, large public gatherings, municipal buildings and arson. He was a member of the Los Angeles Fire Department for 35 years in the roles of Firefighter, Engineer, Captain I, Captain II, and Battalion Chief, in both operational and administrative roles. His experience as a Fire, Life, Safety and Security Consultant has brought his experience and expertise to projects in public transportation, working with constructors, designers and first responders.
John’s experience includes:
- Managed planning for public gatherings in the aftermath of 9/11
- Managed emergency planning for the Los Angeles Marathon, coordinating communications between law enforcement and city agencies
- Managed city-wide protests that took place with no significant incidences as a result of his oversight
- Established the LA Fire Department’s Operation Center, representing the fire department and the city’s Emergency Operations Center as a planning chief
- Evaluated Los Angeles City Agencies for compliance with city goals and objectives
- Served as an Officer to the LA Hazard Materials Squad and trained in Hazardous Materials Mitigation
- Two years working with the LA Arson Department, working with city, state and federal agencies such as the ATF, the Federal Bureau of Investigations, and representatives of the military and other agencies
- Initiated a training program addressing the incident command system, NIMS to MTA personnel
Safety Planning in Design and Construction
- Served as Fire Department Liaison Officer to the Metropolitan Transit Authority for seven years, working closely with Metro, Contractors and City Personnel, and during that time served on the Fire, Life and Safety Committee
- Working with Soteria, was Fire, Life, Safety and Security Consultant on the Eastside and Expo 1 light rail transportation projects during design and construction phases, through opening day
- Fire, Life, Safety and Security Consultant on the Tex Rail Project for Texas Trinity Metro
- Working with Soteria, was Safety and Security Consultant on the LA Metro Pasadena Gold Line
- Extension, meeting metro criteria and NPFA 130 requirements for a 6-station alignment with both center and side platforms. Co-developed an emergency plan for Metro and for first responders
Consultant to City Agencies and Municipalities
- Worked with local fire departments, CPUC, State and local jurisdictions on interpreting fire codes, NFPA and local code, and applying his insight on those codes to rail projects
- Coordinated communications and efforts between contractors, city agencies and local first responders on light rail construction projects
